For more than 50 years Kruger & Abell has helped individuals, businesses, and municipalities across Metropolis and southern Illinois solve practical legal problems in a variety of practice areas, including real estate, municipal governance, corporate matters, and civil litigation. Partners Richard Kruger and Rick Abell combine deep local experience with hands-on, results-oriented representation.

Richard Kruger founded the firm in 1973. Over the ensuing decades he built a reputation for steady, practical counsel to local governments, businesses, and residents, laying the firm’s foundation of client-focused service and community trust.

Rick Abell began practicing in 1984 and formed his own firm in 1989. He later served as City Attorney for Metropolis for 20 years, advising on governance, drafting ordinances, negotiating municipal contracts, and representing the city in litigation. He rejoined Kruger & Abell as a partner in 2020, bringing deep municipal experience along with his years of private service with him.

Many attorneys who began their careers at Kruger & Abell have gone on to serve as judges, state attorneys, and public defenders. We think that is a testament to our strong professional foundation and desire to build a strong legal community. We continue to recruit and develop attorneys who share our commitment to integrity, excellence, and community-focused representation.

Attorney Richard Kruger

Richard Kruger

Richard Kruger was born in Carbondale, Illinois. He served in the U.S. Army from 1969 to 1971 and earned his undergraduate and law degrees from the University of Illinois. He has held leadership roles in Massac County, served as president of the Massac County Bar Association, and is a member of both the Illinois State Bar Association and the American Bar Association. He sits on the boards of City National Bank and the Massac–Metropolis Port District and owns and operates a centennial farm, working closely with the local farming community both personally and through his legal practice.

He is the firm’s resident expert in real estate transactions and business litigation.

Attorney Rick Abell

Rick Abell

Partner

Rick Abell was born in Paducah, Kentucky. He earned his undergraduate degree from the University of Illinois and his J.D. from Southern Illinois University School of Law. He is a member of the Illinois State Bar Association, the American Bar Association, and the Association of Trial Lawyers of America, and he previously served as president of the Massac County Bar Association. Rick was full-time counsel for the City of Metropolis for more than 20 years, served on the board of the Illinois Municipal Electric Agency for 19 years, and is active in the Kiwanis Club.

Terry Foster

Terry J. Foster

Of Counsel

Terry Foster is from Eldorado, Illinois. He graduated from Southern Illinois University in 1969 and from the University of Illinois College of Law in 1972. He served as vice president of the Massac County Bar Association (1974) and is a member of the Illinois State Bar Association, the American Bar Association, and the Illinois Trial Lawyers Association. Terry served as a judge on the First Judicial Circuit from 1982 until his retirement in 2008. After retiring, he rejoined Kruger & Abell as of counsel. He also serves as a court-appointed mediator and is a member of the Rotary Club.

John Davies

John is a California attorney, licensed to practice law since 1989. He earned his undergraduate degree at the University of Oklahoma and his J.D. from Western State University College of Law in Fullerton, California. He practiced in the Los Angeles area, specializing in personal injury, contract, and real estate law. John has been rated AV Preeminent by Martindale-Hubbell for 21 years.
